for sure it wasn't...until let's say back in 03 -04...pharrell and some other stars made this brand famous to hip hop fans that time and things changes...made the house popular outside japan

the criteria for a brand to be international are

1)big quantity of the product produced
2)mainstream design
3)ads

of course even if bape has now bape shops all over the world and not 1 just howit was until 99...none of this criteria has been accomplised in order to say bape is an international fashion brand....but the thing is that it's getting closer and closer year by year..the thing is that bape will really die if it becomes an international brand like let's say von dutch....because the exclusivity not only in quantity but also in designs will stop being....this is what nigo thinks and has not made the brand mainstream enough to become dead...but he really risks by some moves..like the expansion of bape shops that make bape more easy to other customer type of people

Was the thread title a rhetorical question?

You asked it, then pretty much answered it yourself... But if that wasn't an answer and the question isn't rhetorical, then I would say it is an international brand. The products are just limited to being sold from the brand's own stores, internationally.

um... for a brand to be international it needs to meet only one criteria: does it have stores in more than one country? bape does. so it is international.

none of you're three criteria (big quantity of the product produced, mainstream design, ads) have anything to do with internationality

see definition of international:
in·ter·na·tion·al
–adjective
1. between or among nations; involving two or more nations: international trade.
2. of or pertaining to two or more nations or their citizens: a matter of international concern.
3. pertaining to the relations between nations: international law.
4. having members or activities in several nations: an international organization.
5. transcending national boundaries or viewpoints: an international benefit; an international reputation.
